Job Summary: The Security Program Interface Specialist will be responsible to ensure the interface between security programs/projects and organization-wide programs/projects are developed and managed, using a data-driven focus that sets priorities for improvements aligned to ongoing strategic necessities. Develops and communicates the strategic vision, scope and mission of the Site Security Office. Also, assures that organization-wide planning and performance management initiatives are focused and aligned on improving operational and program efficiencies and effectiveness; participates in organizational strategic planning and provides specialist lead for planning and performance management policy development; provides expertise and coordination for improving the organization’s core security functions.


Key Duties and Responsibilities:

Programs/Projects Oversight:

  • Provide program/project management support to the department to Support our client’s civil nuclear power plants integrated program and support efficient plant operation;
  • Serve as the primary coordination Liaison between Director office and other departments and functions;
  • Develop, implement and ensure the effectiveness of the department’s Performance Management and Improvement process that leads to a positive and measurable impact on the programs/projects.
  • Support the leadership in strategic direction for the Section, ranging from planning, reporting and budgeting to motivational and promotional activities.
  • Assist line management in offering strategic management advise on planning and performance matters such as routine activities plus emerging risks and control technologies
  • Provide line management with support to prepare, monitor and control the department business plans in order to ensure that the department’s objectives are well developed and executed

Program/Project Development:

  • Attend department meetings and assist with determination of program/project requirements
  • Assist the director in the drafting and issuance of program/project schedules, reports and documents.
  • Prepare project organization and communication charts
  • Track the progress and quality of work being performed by design disciplines/trades
  • Use project scheduling and control tools to monitor the projects plans.
  • Effectively and accurately, communicate relevant project information to the director & project team.
  • Ensure department needs are met in a timely and cost effective manner
  • Review field inspection reports from Consultants throughout the lifecycle of the project

Maintain Contract Execution Tracking Log

  • Track & manage contemplated change notices and change orders in the database
  • Prepare substantial completion certificates and ensure all required project close out documents are obtained
  • Communicate ideas for improving company processes with a positive and constructive attitude
  • Keep the Director and others informed about project status and issues that may impact the department relations

Documents and Reporting

  • Works directly with appropriate program/project personnel to understand project concept, objectives and approach for reporting purpose.
  • Takes assigned project from original concept through final implementation for reporting purpose.
  • Defines project scope, objectives and deliverable for management reporting.
  • Creates and maintains project schedules by developing project plans and specifications, estimating time requirements, establishing deadlines, monitoring milestone completion, tracking all phases of the project product/service lifecycle providing timely reporting of issues that impact project progress, coordinating actions, and resolving conflicts.
  • Meets with project team(s) regularly to review project deliverables and deadlines and report the status to management team.
  • Meets with appropriate personnel for periodic reviews of initial and final reports.
  • Collect, assemble draft departments reports, all supporting documentation and inputs from various functions and ensure all documentation used to support security reports is received on time and are accurate.
  • Generate various reports, analytics and submit to management on time
  • Assists in implementing compliance policies and procedures for effort reporting; Process and evaluate time and effort reports; Educate the team members on the requirements for time and effort reporting;
  • Monitor time and effort reports against commitments in security programs;
  • Ensure reports are processed in a timely manner for changes to individual effort reports;

Compliance and Requirements Management:

  • Promote and support a culture of compliance, risk avoidance/mitigation and corporate accountability throughout the organization.
  • Work with internal/ external auditors and technical subject matter experts to satisfy internal and external audit requirements and compliance.
  • Identify and implement opportunities for efficiencies to improve site security to achieve program requirement goals.
  • Analyze existing controls, procedures, policies to determine which are obsolete or out-of- date.
  • Serve as a subject matter expert for Site Security measures and systems.
  • Conduct compliance inspections within Site security teams.

Human performance and department performance indicators.

  • Serve as the corrective action, self-assessment and Operating Experience (OE) coordinator.
  • Track security performance indicators, and develop monthly trend reports.
  • Stakeholder Engagement
  • Facilitate communication both internally and externally in order to build and nurture mutually beneficial working relationships
  • Assist with coordination of the Safety/Security interface between the Plant Operations and Security Operations.

HSE, Security & Continuity of Operation

  • Follow all relevant company’s HSE policies, processes, procedures and instructions to ensure HSE compliance in all aspects of work in accordance with sound management practices by applying these HSE policies and procedures to self and others to take reasonable care for the health and safety of people, or the environment, who are at the employee’s place of work who may be affected by the employees acts or omissions at work.
  • Follow all relevant Security policies, processes, procedures and instructions to ensure security compliance in all aspects of work, by applying them on self, others and organization assets
  • Ensure compliance with corporate requirements for adherence to policies, procedures and instructions related to Crisis Management and Business Continuity in order to continue mission-critical activities.


Qualifications, Skills and Experience: 

  • The applicant for the Security Program Interface Specialist UAE Job placement should preferably hold a Bachelor’s degree in related discipline or equivalent experience
  • Related Project Management Certifications
  • At least eight to ten years relevant experience in similar activity
  • Basic IT skills with a working knowledge of the range of MS Office packages and knowledge of electronic security systems.
  • Knowledge of Security Equipment’s, Systems and Applications
  • Strong verbal and written communication skills in English required
  • Ability to pass a pre-employment and random drug and alcohol screenings; ENERCON and client specific background checks; and an annual motor vehicle record (MVR) according to company and client policies
  • Master degree in related discipline is desired
  • PMI certifications
  • At least two years of experience in PMO activity
