Our Client, a world leader in the construction materials industry are seeking an experienced Procurement Manager to work on a Cement Production project in the UAE. The cement plant is fully operational and produces 3.2 million tonnes of cement per annum and is based in one of the industrial areas of the United Arab Emirates.
Key Duties and Responsibilities:
Devise and implement a clear sourcing strategy for the purchase of: fuel, raw materials, packaging, Utilities, Facility Management services etc.
Gather market intelligence for global sourcing, consolidate raw materials trends and perform trend analysis.
Constantly search, identify and evaluate in the local and international markets for new procurement and supply chain opportunities to assure the best suppliers are being utilised.
Perform the Sourcing and Procurement of Inbound Transportation
Take complete responsibility the customs clearance for whole imports across all areas and services (Raw Materials, Services & Spares)
Negotiate all supplier agreements to obtain the best offer and extended credit terms, as well as a reduction in delivery time.
Manage competitive bidding for services and materials.
Provide financial performance support to track spend against the previous year and the current budget.
Communicate with internal contacts & external customers to monitor performance against company expectations. Assure compliance with applicable: laws, ethical standards, policies and codes of business conduct at all times.
Identify cost saving opportunities and initiate projects/initiatives to drive this mentality whilst ensuring quality of materials and services are unaffected.
Create and Manage the Supply Chain and Procurement KPI's/Dashboard to track performance.
Qualifications, Skills and Experience:
The applicant must hold a Bachelor's Degree in Business or Accounting
Preferably a Master's Degree in an appropriate field
A Professional certification in Procurement or Supply Chain (e.g. CIPS) would be a huge advantage
A minimum of 10 years in Procurement and Supply Chain Management
At least 5 years working in a similar industry i.e. Industrial Manufacturing/Production
Previous experience working in the GCC region
A strong communicator and leader with a clear track record in Management and preferably a Management qualification
