Job Summary: The Aviation Specialist coordinates with the aviation staff, and related service providers in relation to Standard Operating Procedures (SOP), HSE, technical related issues, flying hour’s optimization, and effective utilization of available aircrafts. Liaises with contracted aviation service providers required by ADNOC group of companies for offshore locations so that to identify any gaps in technical and HSE issues, and develop common standard operating procedures.

 

Key Duties and Responsibilities: 

  • Ensures economic utilization of a available services so that to satisfy the company’s objectives, such as, contractors compliance with the company’s technical and safety requirements, joint KPI’s, and the availability of aircrafts on daily basis.
  • Coordinates and assists other OPCO companies, as may be required from time to time, in matters dealing with aviation, in particular with SOP’s, HSE and technical operational issues.
  • Carries out technical data analysis and propose alignments as deemed necessary. Develops data base documents and spreadsheets for flights utilizations and personnel movements.
  • Follows up with Service Providers (Abu Dhabi Aviation / Falcon Aviation), with maintenance and technical staff with regards to aircrafts maintenance schedules, availability and reliability.
  • Establishes company Aviation Standard Operating Procedures (SOP) inline with International and National regulatory bodies, such as, ICAO, CAA and GCAA as appropriate.
  • Coordinates with aviation staff on all technical and operational matters, in order to align with Aviation SOP’s.
  • Participates in taskforces, studies and investigations, related to all aviation matters.

  • Coordinates with offshore sites and service providers in aviation related matters, particularly HSE observation and SOP compliance.
  • Prepares technical analysis, statistics and charts. (Jointly with service providers) and end users.
  • Establishes risk Assessments for Helicopter Wireline Winch Move and thereafter Procedures SOP to be followed by Aviation service Providers and endusers alike.
  • Coordinates with other OPCO’s to develop strategy for integration of fixed wing, helicopter & boat services to provide cost effective Operation. Coordinates with concerned Divisions / departments within Operations and Technical groups to discuss all aviation support services.
  • Reviews proposed work plans and manpower requirements and recommends fleet capacity alternations to meet future requirements.
  • Update current ServiceLevel Agreement (SLA) between ADNOC Offshore and other OPCO’s in connection with aviation related matters.
  • Ensures the current SLA between ADNOC Offshore and other OPCO’s is being implemented as per managerial directives, currently in place.
  • Followsup on all aviation related HSE matters with offshore locations and contractors alike, to ensure proper closure of near misses and investigation.
  • Regular weekly / monthly reports to be submitted to ATL.
  • Establishes and prepares Helideck Inspection Program for Rig, Barges, Airports and carryout Helidesk /Heliports and Airport runway Inspections on annual basis, for offshore location.
  • Liaises with Safety Health Environmental Division to maintain related standards and provides continuous safe Aviation Services to ADNOC offshore and other OPCO’s.
  • Ensures compliance with General Civil Authority (GCAA) rules and regulations for Transportation of passengers & dangerous goods.
  • Investigates aviationrelated near misses / accidents and prepare analysis reports jointly with HSED to set procedures for preventing reoccurrence.
  • Conducts Annual HSEMS Auditon Aviation Service providers, Falcon Aviation and Abu Dhabi Aviation.
  • Attends Departmental Safety meetings and conducts group safety meetings as deemed necessary.
  • Performs other related duties as assigned by management such as participating in task forces /  studies group activities, representing the company in Government committee meetings when required, participating in the training of UAE graduates assigned to the Division.
  • Plans, directs the activities of aviation and marine during crisis by taking part in the Emergency response centre (ERC).
  • Works in line with HSE policy, and ensure awareness and compliance of HSE rules and regulations by subordinates.

 

Qualifications, Skills and Experience:

  • The applicant must hold a University degree in Business Administration with Good Knowledge of Aviation related knowledge or, Aeronautical Diploma in relevant Aviation disciplines, Qualified and licensed Pilot, minimum, Commercial Pilots License (CPL), with AirLaw and Aircraft technical knowledge.
  • Five to six years of experience in Aviation-related discipline, 3 years of which should have been in supervisory / executive level, dealing with operation, flight crew selection, training, planning, ground handling & movements, plus, contract administration.
  • Computer literacy is mandatory requirement.
  • Very good knowledge of English & Arabic language.
