Job Summary: The Security Commissioning Testing Engineer will provide necessary engineering, technical and administrative support to test, commission, and perform on-going maintenance of the Barakah Nuclear Power Plant Physical Protection System (PPS)
Key Duties and Responsibilities:
Oversee and assess the development of the PPS Commissioning and Testing Program to address the end-user requirement in relation to PPS Security;
Interface with PPS engineers, CPO, Plants operations. stakeholders and other 3rd party vendors tasked with the installation. testing and commissioning of the PPS to ensure the implementation of Security requirements;
Plan and allocate work, monitoring milestones & deadlines, and manage assigned PPS engineers in relation to testing and commissioning of the PPS;
Provide Stakeholder and other 3rd party vendors with functionality I system requirements based on UAE specific regulatory guidance
Work proactively with the departmental management team, ensuring work is coordinated and designed with an understanding of wider functions and priorities;
Act as a Subject Matter Expert on testing and commissioning and provide input to meetings, reports and documents to communicate the department's position and provide guidance on resolution of technical, procedural or implementation issues
Planning & Coordinating Activity
Provide End-user Acceptance review of PPS Commissioning and Testing Plans;
Validate and Verify Acceptance of testing programs (to include Factory (FAT} and Site (SAT} and User Acceptance Tests (UAT)};
Validate and reviews of Equipment Performance, Testing, and Maintenance Programs for PPS equipment;
Coordinate necessary support to implement required compensatory measures to ensure regulatory requirements are met.
Compliance and Requirements Management
Ensure Testing, Commissioning, and Maintenance plans meet associated regulatory requirements;
Ensure documentation necessary to demonstrate regulatory compliance is maintained, as necessary;
Define owner requirements for equipment performance, testing, and maintenance (to include records retention program);
Conduct audits of 3rd party maintenance and testing programs to ensure proper execution;
Promote and support a culture of compliance, risk avoidance /mitigation and corporate accountability throughout the organization;
Procedure Development and Document Control
Lead development, implementation, enforcement and reviews of the test and commissioning of the PPS systems policies and procedures and track compliance with the regulatory and other international security standards
Human Performance and Department Performance Indicators
Conduct departmental human performance reviews/analyses in collaboration with Head of Physical Security Systems Operations;
Support development of junior staff in department and provide guidance on technical matters, wherever possible involve junior staff in inspections, tests and witnessing of PPS equipment and correct documentation of said tests;
Serve as the PPS Corrective Action, Self Assessment and Operating Experience (OE) coordinator; and ensure accurate tracking of PPS security systems performance indicators, and monthly trend reports.

Follow all relevant Security policies. processes, procedures and instructions to ensure security compliance in all aspects of work, by applying them on self, others and organization assets.
Full English fluency is required for procedure understanding, print reading, and interfacing with Operations department and other departments to complete the task.
External: Liaise with external stockholders, including: counterparts in KEPCO, CICPA, FANR, and Atlas.
Qualifications, Skills and Experience:
The applicant must hold a BS degree in Engineering Discipline Electrical or Mechanical preferred
Ten years of experience directly related to physical protection systems within a commercial nuclear power plant.
Industry recognized certification in Project Management.
Advanced print reading skills (electrical, mechanical, P & ID, logic and control) to be able to accurately understand plant drawings so as to verify and validate procedure information based on design and construction drawings.
Also, the procedure reviewers must be able to understand vendor manuals from a technical perspective to apply that knowledge to Operations Procedure content and to validate or recommend technical information be added to Operations Procedures to ensure clear, concise and accurate content.
Ability to obtaining the required unescorted site access to perform work.
Ability to pass a pre-employment and random drug and alcohol screenings; ENERCON and client specific background checks; and an annual motor vehicle record (MVR) according to company and client policies
Ability to travel 15%-25%; duration of travel may vary depending on project and client needs, ranging from a few days to a few weeks.
